Pomegranate not flowering. Leaves going brown

This is a pic of my pomegranate tree. I've had it for 4 years and it hasn't flowered once. What am I doing wrong. Plus now the leaves are going brown. Help!

I planted two x two-year old pomegranate trees two years ago. One has flowered for the first time this year, the other has yet to flower, so nothing to worry about there, it should hopefully flower for you next year.
Prune off any suckers from the base and any side shoots that develop up the trunk to concentrate the plant’s energies into the main canopy.
How much water is it getting? It’s often thought that plants from the Mediterranean area don’t need a lot of water however I’ve found that what they need is plenty of water coupled with a very free draining compost.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
I was given small 5cm tall sticks the year before, and they flowered at only 10cm tall in height in its first summer. Maybe yours just need the right soil and more sun.
