Non flowering cherry

I have a cherry tree about 15 years old, it only ever flowers and produced cherries on the lower branches. It is healthy otherwise. What can be done to improve flowering - could it be a grafting problem

    I would agree about bird diagnosis. Pigeons do a great deal of damage to the top of a wild cherry tree in our garden leaving completely bare branches. They also attack our cherry plum and plum trees.
  • That’s it’s a possibility, there are an awful lot of branches coming from the base almost underground and these are the ones that flower
