What's Biting Holes in my Night Scented Stock Leaves?

I know that stocks are a member of the brassiceae family, so when mysterious holes started appearing in the leaves of my stocks I checked the backs of the leaves in search of Cabbage White grubs, but there weren't any. All my planters are treated with slug nematodes (last done two days ago) and the plants have slug pellets all around them, yet new holes keep appearing in the leaves of various of my stock plants. (See the plant at bottom left in the photo.)  Can anyone advise me on who the enemy is and what tactics I should use?

    Leaf cutter bees perhaps @dmacque ?  They are checking into my bee hotel daily and taking a circle of leaf with them to bung up the holes.
    Your flowering border looks beautiful, I wouldn't use any chemicals to kill the bugs but let the birds enjoy eating them instead.
