Mare's Tail Vs New Tarmac Driveway

Hi,
We're in much need of some advice before we proceed with an expensive decision!
My wife and I are in the process of having a new tarmac driveway installed, but the company doing the work have discovered (after excavating the old concrete one around 6 weeks ago - it's a long story!) some Mare's Tail growing in the area where the new tarmac is supposed to be laid. It's not in abundance at this stage, with only a few shoots showing through.
The company's quote said they'd lay down MOT Type 1 hardcore with an 80mm layer of tarmac over the top.
My question - would over 3" of tarmac prevent Mare's Hare from bursting though the surface and ruining the driveway?
