White spots on plants

Ive noticed a lot of white spots in leaves of various herbs. Oregano, marjoram and mint. Can not work out what’s causing it. I did notice a few tiny black flies in the compost and soil. Any help identifying this would be really appreciated.

  • Have exactly the same issue. Only on the herbs in the garden, but on all of them - mint, oregano, thyme, sage, rocket. Not been able to use anything all year. Desperate to find out what this is. 
  • Could be leaf-hoppers, thrips, or spidermite.  The former two are the most likely on things planted outside.  My money on these:

    A trowel in the hand is worth a thousand lost under a bush.
