Why is there a cog next to my last discussion

I have recently posted a question on the plant forum, and on viewing in  the list I notice there is a cog in the top right corner. What does it signify and why is there a time against it when I hover over it?

    Only for the first hour I think to show you can edit it.  After that it vanishes.
