lilac lunchers

Something is eating my lilac from the top down. It/they has already eaten virtually the entire top growth turning it into a fretwork of leaf ribs. 
I can see no obvious signs of any insects or grubs etc. Could this be birds?
Other leaves lower down are looking shrivelled, which may be connected. 
My other lilac, 4m away from this one, is completely untouched and healthy.
Are there any lilac experts that can throw any light on this or offer suggestions?

    Pigeons ... they love lilac leaves.
