Tree infestation?

Does anyone know what this is? Its on the tree next door - might it spread to my garden? How can we get rid of it?

Dont think it’s anything to worry about. Just wildlife doing it’s thing.

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
