Plant Identification

I have been gardening for many years but have not seen this plant before, not sure whether it is a weed or not.
About 1 metre in height and bushy, silvery and it may have had a yellow flower in spring.
Any help would be appreciated.

  • I think it had leaves/flowers in spring but is now going to seed, this area has been neglected for many years and made usable last year, may have been something I had not noticed or something the Wife has planted though she can't remember.
