Suggestions needed for small, easy to care shrub for windy conditions...

Hi there,
We live in a new build house with a small front garden area, which was covered in bark when we moved in a few years ago. We have now laid down gravel but would like to plant a small, easy to care for, flowering shrub which can tolerate a lot of wind! We are near clifftops and the South Downs on the south coast, and our front garden is like a wind tunnel. It needs to be small as don't want it to grow higher than the front window (80cm max) and low maintenance as we grow a lot of vegetables in our back garden, which is enough work in itself!

Are you wanting it to provide some protection from the wind, so that you can put in other planting, or is it just as an ornamental under the window?
I live in west central Scotland - not where that photo is...
