Sambucus black lace

My sambucus was decimated last May by high winds before flowering properly.
Cut it right back at that point.
lots of new growth this year and looks healthy but hasn’t produced flowers.
Did I do the wrong thing last year? Will it flower again next year?

    It’ll flower next year on the growth produced this year. Some folk cut it back every year to get the enhanced foliage this produces, but they don’t get the flowers. 

    When I grew it I cut it back approx every three years ... that encouraged good foliage and I only went without the flowers every third year. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
