Will cabbage heads form?

Hi all,
I've been growing fruit and veg for a while but new to growing cabbages.
My cabbages seem to be growing leaves very well, however a head is not really forming on any of them. A head looks like forming, then the leaves just seem to spread out.
Am I just being impatient?
I have read that they don't like too much heat, and I'm based down south in Sussex and it has been generally pretty warm, so wondering if this is the cause.
