    tagging @Marlorena who may have some more expert advice.

    If both plants are being affected then it's quite possible there's a problem in the soil there - residual weedkiller as Omori suggests, or too dry perhaps, although that leaf deformation doesn't look like it's drying out. Is that bed one that's newly made? What was there before you planted the rose? You may be able to save it by watering it (a lot) and digging it out to transfer into a pot with clean soil and see what happens. It's not a good time to move it but if it's dying anyway, it may be worth the risk. See what marlorena says.

    Is that foxglove a 'perennial' type? If so you may need to put that into a pot as well. If it's a 'normal' biennial, then it should set seed soon which you can collect and sow in pots.

    @Yummymummy1975 ...at first glance it looks like classic weedkiller damage as others have said, but have you mulched with something around the base..like a manure mulch?... it looks dark... let me know as this can cause problems such as you have..
    ...  if no to that, then that looks like weedkiller in the first instance.. did all the foliage drop off?.. your Canary Island Foxglove seems to be partly affected too..

    ...there is no quick fix to that... what you can do is hose down your rose from top to bottom, and a thorough drenching around the roots with the hose in the hope you might flush it through... it will help it to recover... which it should do in a few weeks, so no need to be too alarmed over your rose...

    ...I like your Digitalis x valinii... I lost mine during a winter... they're not  cheap to buy are they?...
