Honey Fungus

Is this honey fungus? Under the bark the wood is wet, pulpy, and stringy. The tree is a twisted Robinia. It took a long time to come into leaf this year and when it did the leaves seemed smaller the normal and there are many dead branches. The tree is 11 years old.

It has been known for several years that Robinia trees are dying. More here about it...
