White sticky fluff on apple tree

Does anyone know what the white sticky fluff on the apple tree in my garden is? And how do I get rid of it? 

Any help is really appreciated!

    Woolly aphid.  They are well protected under the waxy 'fluff' but can be scrubbed off using a stiff brush (a bucket of soapy water helps.)  Some birds (tit species, mostly) will also feed on them, so worth hanging a seed feeder in the branches.
    A trowel in the hand is worth a thousand lost under a bush.
