Help with Apple tree

what is this on my apple tree and what can I do to rectify it?

    woolly aphid, you can wash them off with warm (not hot) soapy water or with methalated spirits on a cotton bud

    Thanks Treehugger, I thought it might be woolly aphid but there seems so much of it I thought it might be something else.
