What is eating my lupin flowers?

Until two days ago, three new lupins had flower heads, with some just going over with part seed-pod/part flower.  Those have now been stripped: pods, flowers the lot.  I have checked them over and no sign of slug or snail trails (I have, in any case, sprayed with my garlic infusion which works a treat on hostas).  Could this be bird damage, if so, how do I stop it?

    I have one flower that has obviously been eaten also no sign of slimy critters so if anyone knows that would be great? We do get pigeons?
