What a shame, that stem was creating some large buds. I’ve seen these sawfly everywhere, I hope my roses can cope. They are all newly planted last Autumn so not well established.

If they're flower buds, I'd wait until after the flowers have died.
In London. Keen but lazy.

I cleared the eggs out of that stem and will see if it will still flower with the damage. Hopefully the birds will lend a helping hand 🤞
