    Possibly Apion longirostre (Hollyhock weevil.)

A trowel in the hand is worth a thousand lost under a bush.

They ARE all found on a hollyhock!! I think we have now figured it out! 😎
Ok. What do I do now? Spray them? Take out the whole hollyhock?
And first of all, thank you @BobTheGardener 😊

Why does everyone have to kill everything?  Sure the leaves may end up with a few holes in them, and you need to collect and destroy seed heads to stop the infestation getting worse next year.    But unless you have hundreds of them they aren’t like to completely destroy your hollyhocks.  Live & let live, and encourage birds who will eat them.  Shake and stomp as you go past.

Generally if you are kind to nature in your garden it will balance out, and you’ll get a bit of lots of things but no total plagues of destruction.
