No roots but lots of new growth

Is it normal for a clematis cutting to put on lots of new growth without roots? I took a cutting about a month ago and assumed it had rooted as it's growing quite well but when I went to pot it up properly yesterday there were no roots.....?

    It’s like flowers in a vase of water ... buds open, some (especially tulips) increase in height ... they’re just using up what there is in their stems. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    It takes quite a long time for clematis to get a decent root system, so it can be misleading when you see that growth! There's enough energy in there to make the growth above ground, but roots take longer. 
    It happens with other plants too, so you often have to wait quite a long time before potting on. It's also why you cut large leaves in half with cuttings as there's too much top for the cutting to sustain, early on. 
    It's a place where beautiful isn't enough of a word....
