My rose has completely changed

I purchased a Prince William rose around 12 years ago, but 2 years ago we had a garden restructure, which meant the rose had to be moved. I did the best I could and last year, it appeared that the rose transplant had worked, although I towards the end of the season, the rose started to behave strangely and had different, smaller buds. This season, these new buds have gone crazy, and although I am still getting some of the big red blooms, most are small white flowers, which I wouldn't even regard as a rose. From what I've read, it looks as though these invaders are from the rootstock. Obviously something happened during the transplant. My question is, can I eradicate these? Is it just as simple as when the shoots appear (which seem like very green flimsier stems), to cut them back?
