Pinching back leggy plants to seed leaves

Is it ok to pinch back leggy flower seedlings to the two seed leaves? Seedlings are quite large and have one of two pairs of true leaves.
Zinnias and Stock.

Hello Nigel. I would not go back so far in your pinching out. Go back to the first set of true leaves if you feel that they need a drastic treatment.

My instinct says No! There’ll no nowhere left for the side shoots to form from.
I think you should wait until they’re bigger and then pinch back to three pairs of true leaves.
