tree problem

I have a garden Mountain Ash that hasn’t come into leaf or flower this year. The buds formed but then appear to be dried out. There are a few with some signs of leaf coming now. It is 35 to 40 years old and did loose its leaves early last year. The bark has also cracked in many places in a vertical line. When I cut a small twig it is still green. Any suggestions or should I just have it cut down.

    the cracked trunk makes me think infection, either bacterial or more likely fungal, it coming into leaf is not a good sign. even if it comes into leaf a little this year I would consider removal
