    Ignore the neighbours, unless they have clothes drying do they complain every time it rains? You're just trying to make what can look dull into a nice green area so crack on. 
    Secondly, I had the same issue, I laid moss all around the top of the pots and stuffed some into the drainage holes on the ground or where the water drips down. It seems to soak a lot of the excess water and if it does drip it's not so much of a downpour. You could also use a more narrow spout on the can or hose so that more water is directed into the pots as apposed to a shower fall.

    Mix 2tbsp of white,granulated sugar with 1tbsp of water and place on a spoon for a Bee to reach. Sometimes they're too exhausted to reach back to the hives when it's hot and dry.

    They look terrific. I agree with some of the others that larger tough-style planters would be easier to keep moist. You could then leave a large water bottle to drip irrigate them while you are away. Old galvanised water tanks can be found for fairly cheap if you keep your eyes peeled. I missed out on 2 for £10 on Ebay the other week  :'(
