Plant identification

Any idea what this is please? Appeared in my neighbours garden this year. Now about 3ft tall. Thanks in advance ....

    Verbascum aka common mullein. Will probably grow to about 6ft with yellow flowers.  If a mullein moth lays eggs on it you get wonderful black and yellow striped caterpillars eating the leaves.

    I grow them especially for the moth, looks like this one is being chewed already. 
    Gardening on the wild, windy west side of Dartmoor.
