Identify plant and find out what’s wrong with it

I have this plant in my garden, it has tiny white flowers in spring and red berries later in the year. Can anyone tell me what it is?  Also it is covered in what looks like soil, and underneath the leaves there are bugs which seem to be producing some white stuff. Can anyone tell me what’s wrong with the plant please?

    It looks like an infestation of scale insects on your Euonymus  
    Some info here from the RHS
    I've got a small hedge of it and it was smothered with it last year

    It looks like a rather unhappy holly with a type of scale insect infestation.

    opps - yes it's not euonymus, I missed the spikey bits on some leaves, but it's scale insects
