Unhappy rose

It's 5 years old and never been like this before.  Advice re cause and remedies very welcome

    Lots of water .... two buckets full two or three times a week ... and a good mulch of organic material (well rotted manure/ soil conditioner/ well made garden compost) to improve the water retention of the soil.

    We had a drought last year and a very dry spring ... the soil below the surface is very dry (vegetable farmers are very worried) and a lot of shrubs and trees are struggling ... that is a large rose bush and it takes a lot of water to produce flowers. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    A supplementary question.  The fertiliser has arrived and I want to use my Evergreen spreader to put it down. 

     The instructions on the bag refer to industrial size spreaders - what is the best/easiest/only way to set my spreader to the indicated amount per square metre?
