Balcony ideas

Hi
I have just purchased a new flat and the balcony has a shelf/gutter in the outside wall. 
Can I fill that space with plants?
What hardware would I need to hold the soil and water the plants?
what plants would thrive in a West facing, shaded space?

    Are you hoping to grow plants in the 13cm x 15 cm gap that will tumble down the wall?

    Yes I would love to be able to grow plants in the gap but I have little experience of gardening
    i do not know if I can get a grow bag to fit the space, would need a trough which could retain the soil on its side or if I could then water the plants adequately?
    Also what plants would grow in the shady, sometimes windy environment 

    Any advice would be appreciated
