Looks like the effects of drought, either current, last year or both.  Does the grass go all the way to the base of the trunk?

What is the green thing tied around the lower trunk for?  Is there any damage there?

Hubby says it’s a grease band.

Ah, good idea.  I can't really see anything other than it looks thirsty so would try giving it a bucketful of water every day for a fortnight and keep fingers crossed.  Check all of the trunk and branches for any sunken areas though, as canker will reduce sap flow and can look just like lack of water.  The only other thing I can think of is if you have a clay soil and high water table, with the tree effectively in a sump.  The roots will hate that.
