Dig it up in winter when the leaves have died down, and with a good amount of soil around the roots. Plant at the same level, they don't like being too deep. Prepare the planting hole with some compost or well rotted farm yard manure if you can. Give it a handful of blood fish and bonemeal in the spring.
I'd agree too that it's rubra. It's very common round here and does well with the varying climate, as it's bushy and robust. Like most peonies though, it suffers in windy wet weather, so make sure it has a good support.
It's a place where beautiful isn't enough of a word....
