Your pests sound like aphids, sap-sucking insects aka greenfly/blackfly. The fluffy bits would be the skins that they shed as they grow. Not usually a problem for established plants which can withstand the damage. But on new plants like yours , it's probably best to get rid. If there aren't too many, you can just wipe them off with a bit of loo roll. If there are too many, it's probably best to spray them, don't ask me what with, because I can never bear to kill anything! Someone on here will tell you, I'm sure.
