Magnolia Red Lucky (no foliage + suckers)

Hi all,
I purchased a Magnolia red lucky around January 2018 I believe, some foliage appeared on the branches through spring last year but nothing this. I took a pocket knife and made a cut around half way down to see if there was any signs of life and saw only browning (no sign of green/fleshy growth).
It has been potted up with multipurpose compost (is this the problem)?
Now as you can see I have suckers coming up, is the main plant salvageable?
Any help appreciated.
