Can anyone help identify what is wrong with my Portuguese laurel?

I’m new to gardening and this site so presume I know nothing. I have 2/3 year old Portuguese laurel hedging (it’s about 4-5 ft). I noticed a group of plants that are not growing so well and upon closer inspection came across what I think might be a disease. Sorry for the photos, the light isn’t very good. Any help would be greatly appreciated.
