failing Philadelphus

My Philadelphus flowered beautifully last summer. This year it started to bud weeks ago ... then stopped, and neither leaves nor flowers developed (photo). Any idea what might have caused this?

    As far as I can see the buds/ leaves look okay. I won’t be worried. Maybe try giving it a feed....

    That's what I thought initially, but it's been stuck at this stage for a few weeks now.
