Bay leaf tree problems

Hi everyone 
My mother found that thing on her bay leaves . What could this be ??

    Aphids. Hose them off. You don't need to be gentle. Pick off any damaged leaves.
    In London. Keen but lazy.

    Looks like a type of aphid to me. If it's a little tree in a pot she can brush them off with her fingers. With a larger plant hosing it should help and a large tree should take care of itself.

    It’s a bit fuzzy so would say woolly aphids or bay sucker pysllids....

    Woolly aphids, look at them with a magnifying glass, they’re beautiful.
