getting rid of underground tree branches

My neighbour just had a tree cut down leaving just the stump. I am trying to fill the gap (my side of the fence) for privacy but I am faced with huge roots that have come through which makes it nigh on impossible for me to plant there. Would it be possible to have it removed by, say, a stump grinder? or is that just for the stump on their side? Or is there a shallow rooted evergreen that will get to approx 5 feet high to fill the gap? T.i.a

    It might be easier with a mini-digger, although if you're young and strong then a saw and a mattock ought to do the job.

    Chasing out roots with a stump grinder is a normal task for a contractor

    Thanks everyone, I think it was a Conifer and some of the roots are very thick! 
    @glasgowdan, So I can get some one in to get rid of thick roots on just my side without interfering with next door's stump?

    Just cut 3 down here, very tall trees, just pick axed the ground and chopped the roots with cutters, got myself a new bed and almost ready to fill it. Needs more compost spread.
