deformed rose bud with golden liquid

I've noticed a deformed bud / unfurled leaves on my rose bush that almost looks like it has pustules. Dripping from it is a golden liquid, although it's been days since I first noticed and the drops haven't fallen so they must be gel-like. I assume there's something living in there.

Does anyone know what it could be?

    The liquid I would think is probably honey or sap from the wound / bud I would cut that one off as the other one looks fine and you don't want to get any infection getting into the plant. 🐖
