What is this tree?

I moved into a new house last year and there is a strange thin tree which opens new leaves from the top. I cant identify it can anyone help?

    It looks to me like one of the mahonias. 
    I’d reduce it’s height by two thirds so that it branches out from lower down and grows into a shrub rather than a wannabe lamp post 😉 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    Fantastic thank you! I wasnt sure whether to cut it down in the autumn but will do it now as its leaning quite a lot
