I'd call that problem "when gentrification goes wrong" we have to learn to live with each other and can't control beyond the boundaries of our property...all else is just first world problems. Our neighbours smoke the odd dodgy cigarette...so what? How long do they do it for half an hour...an hour? Calling the police on them would be ridiculous in my view...but hey lots of NIMBYS out there. I'll leave community "policing" to them.
Anyway, I'd recommend a few pots of Night Phlox / Zaluzianskya ovata which opens its fragrant flowers at night...probably the time such activities take place. Otherwise a star jasmine would be a good fragrant addition.

The stuff they're smoking is illegal so it's not a problem of gentrification but law. The smell, apparently, is unpleasant which you expect if you move in next to a sewage farm or an airport but not an ordinary house in an ordinary neighbourhood.
It would take an awful lot of phlox or roses or night-scented stock or nicotiana to drown the smell so a windbreak is a perfectly viable option for both day and evening garden enjoyment and it gives time for healthy plants to grow and provide a more attractive and interesting solution.

Hi Amancalledgeorge No apology needed. I just don't like the smell and I am trying to find a solution to my problem. Im not trying to control anything else. These people come home from work and relax in their own way, they are probably professional people. Just asking advice on what shrubs may help. I will look into the plants you recommend. Thank you I appreciate your help.
