Cucumber Germinating

I am going to make a 3rd time lucky attempt at getting cucumber seeds to germinate.  I am thinking that given recent cold weather might have been too cold on my window sill for them . I tried once in seed trays and 2nd in toilet rolls both in compost. Is it just the cold or is there something else I can try?

    One seed on its side per 7cm pot of compost. Water once. Let drain. Use a heated propagator or above a radiator. They need warmth to germinate.
