Problem with a bush

Hello i am new to this site, and new to gardening, i recently moved into a property the garden is near perfect apart from these 2 bushes, it looks like they have been cut back for some reason, i have no idea what these bushes are called, just looking for some advice on how, if possible to save them and get them growing again

    They look like hebes to me and some of them don't tolerate hard pruning.
    In London. Keen but lazy.

    I think they may be quite elderly hebes and they have flopped, revealing their centres. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    Agree with the others....hebes.  And you will never get them to look youthful and full again.   Planta don’t live forever.
