Yorkshire fog? Treatment

Hi can anyone help 

My lawn is nice and green and dandelion free but Iv got clumps of scruffy grass everywhere more and more every year I’m constantly slashing it but spreading like mad 😡 

Starting to think the over seeding I do is spreading it 

Any ideas I’ll get a few pics
