In my experience C. armandii really doesn’t do well in windy spots.
I have to agree with this. Mine is just about surviving on my windy plot.
What happens? Snaps? Or just doesn't grow well? Mine was fine in an initially fairly windy garden. Might depend on the individual plant?

I’ve not grown it but I know several in the gardens of very experienced gardeners where as soon as it grows out of the shelter lower down, quite a few of the leaves turn brown with windburn and the plant just sulks for ever.

Evergreen and wind don't usually mix. Leaves also need to be small in exposed areas. Sounds like a mild area. What sort of height are you looking at? You could try wall training a Coronilla Valentina Subsp. Glauca 'Citrina'. If grown as a shrub, they will not get tall due to the wind. But with back protection wall training, they can grow more taller before allowed to thicken out a bit.
