Chinese dogwood problem

hi 
can someone let me know what this is on my Chinese dogwood and how I can get rid of it if it’s going to harm the plant (see picture)

    Looks like scale insects...may not do too much damage if only a few of them, and then can give it a winter wash next winter.  Or tackle them now with cotton pads dipped in rubbing alcohol and an hour or so to spare.
  • I did wipe them all off over 2 weeks ago but they have reappeared?????

    You will need to repeat this several times, I'm afraid they will have laid eggs within the branches and leaves. If your branches are stiff and strong, use a brush with some water to help scrub off.
