Help - what’s eating holes in my buds?!

We’ve moved house so have a totally new (to us) garden. I’m completely new to gardening but enjoying learning more. Noticed this in our front garden though. What is it? What do I need to do about it please? It’s happened on a few more buds on this plant.

    I’d vote for a caterpillar, or sawfly larvae..

    Thanks for the reply’s. Am I best just to cut the buds off or leave them?
