I don't know what it is, but I get it too. I just pull it up - I think it's an annual weed. Rosate36 would kill it, but I don't think chemicals are needed and best avoided if possible.

It looks to me like speedwell ... what we used to call as children “Bird’s Eye” with little blue flowers. A common weed of cultivated ground big doesn’t need chemicals ... in fact they can make it worse as they act too slowly to prevent the plants producing seed.
Just pull out what there is now, then use a Dutch hoe regularly to remove the tiny seedlings that keep reappearing.
