    There ARE weedkillers that work, and bees tend not to collect pollen from horse tail, so even IF it was bad for them it wouldn't matter. 

    You need to do a 2-3x a year treatment for 3-4 years to drastically reduce the problem, then a 1x annual spot as they appear after that.

    the easiest way i've found is mowing really short during the growing season, my aunt had a bed that was full of it (infected due to a friends donated plant), she turned it into lawn and mowed it (well Uncle mowed it, aunt watched from a deck chair with a G&T) and after three years it was pretty much gone and it hadn't spread
