Many daffodils did not come up this year

I planted two large swathes of daffodils in Autumn '16, had a good display in '17, and a bit less in '18. This year, hardly any has come up. Could it be due to the hot dry weather last year, and my lack of watering? Is there a chance they'd come back if I water the soil now, or is it safe to assume the bulbs are dead now if they did not show this season?

    If they didn’t even produce leaves this year then it sounds as if the hot dry weather last year may have killed them off. Wild daffodils are plants of damp meadows and even modern varieties need plenty of moisture in spring and early summer while they’re in leaf, to build up a store of energy for the following year. 
    Last year’s dry spring and summer will not have suited them if they didn’t get additional watering.
