If they are that small, LG, it may be the damage is done if the plants have been unable to fix nitrogen in the critical early stages of growth so if they don’t thrive after removing the chives its still likely the chive’s fault. No idea how long the antibiotic compounds live on in the soil for either...
I sow them in pots inside first, as squirrels always dig up the seeds, and if the squirrels let any germinate then slugs / snails get the seedlings. So I get them to a few inches, then harden off, then plant out with a temporary copper collar when they're sturdy little plants. That has always worked. There's a brief hiatus while they settle once planted out, and then off they go. Except this time they didn't 'go'. They just sat, looking healthy, not failing, just not growing.
It did occur to me that the effect may outlast the chives, but we'll have to see. I hope so, I do love my beans!
