Installing a pond first time

Not sure if this is the right place for this question but anyway.. We are putting in a preformed pond. After installation do we fill it then put in pond soil or the other way around? Can we just have gravel at the bottom?

    I think it depends on the pond shape and what it is going to be used for,wildlife or fish pond.
    Mine does not have any pond soil or gravel.Plants are in pots on shelves.

    It's for wildlife. Maybe i dont need soil then.. Just some gravel, some large stones or rocks for hiding places and the plants in baskets.
